Federal government shutdown reaches day 2

The federal government is shut down for a second day. It's quiet at the Capitol. Senators are off in honor of Yom Kippur. Local 4’s countdown clock shows one day and 16 hours into this shutdown. It's unclear when we can expect a return to normal. Definitely not today since the Senate will not be voting.
